CMF has submitted a response that contends that, far from being a universally understood term, 'harm' is a highly subjective notion that requires an agreed evidence base to be a useful one. The concept of 'harm' cannot be based on ideological fashion, prejudice, or chosen offense, but must be based on robust evidence.
